Yes, that's what I have been doing too.
But if I pre-fill hidden layer with a rest per beat, that screws the
spacing so I quit doing that.... Or is there option to have one layer
excluded from beat spacing?

Oh, wait!
You said "hide layer", which is new to me.  I have been doing with 'o' to
hide the notes for chord placeholder.  D'oh!  Sure enough, there are much
more layer options than I was used to.
