I agree that the ability to drag expressions would we useful, however, there is an easier way to do what you want:
if you want to get expression No 150 to the space No 3, just select No 3 (the current one), scroll down to 149 and shift click on it. Now select move down. Done.


The ability to group expressions in subfolders.
The ability to have a common folder of expressions which can be moved into any file (ideally by dragging). The import library function is a very limited way to do this.
TG tools allows for some tasks to be improved upon, but is still not the ideal solution.

You should also have a look at Robert's settings scrap book, which gives you another way of loading an expression library from file a to file b.

Regarding your suggestion about moving expressions, I have been unable to make it work. I have tried with shift clicking, option clicking and control clicking, and am unable to get the behavior that your describe.
