Yes. The stems are postioned using the Staff Attributes - Stems Settings.... box. The circles are articulations defined to be centered on the note. Well, if you are doing this in the first place it is probably for beginners. Not too many double digit frets needed. If there are, just copy the articulation and make the circle bigger.
