publishers at all levels prefer to hire the cheapest copyists, who are not necessarily the best. for example, i know of two major publishers in germany - who i won't name so don't ask... and there are certainly more than i know of that do - who send work "to the east"; this is not of course to suggest that "the east" can't produce quality scores, but the first consideration is clearly how many EUR it will cost.
the paper publishing industry is in the midst of acknowledging the crisis plaguing it.
