No, actually it is just Finale being a little dumb on these things. You will notice that you will also get asked if you just switched to the layout tool.
I assumed that a print command updated the date/time stamp, which is relevant if you're using it in a text block somewhere in the file. I frequently use that in a small slug line so that I can keep track of which draft was printed when. If printing did not update the time stamp, I would be disappointed.
