Watch out for any other tempo indications you may have entered in the music. If you have something like Allegro anywhere, it might be defined for playback with the quarter note set to a specific speed. I'm not sure how the program interprets these tempo markings, which order of precedence it gives.
I just tried a sample, started in 4/4, then changed the tempo to 1/4, used two different expressions defined for playback, the first one with the quarter note at 108, and the second one with the 8th note at 108.
It played back just as you wish.
My experiment leads me to believe you have some other expression which is defined for playback -- perhaps you duplicated one and then edited the duplicate copy and forgot to turn off any playback effect? I know I've done that frequently in the past and it proved a difficult "bug" to track down in my score.
