No, Congress passed it, but not enough states ratified it before it 
expired. See:

The key dates:

1972 - House of Representatives passes it.

1972 - Senate passes it with a deadline for ratification by the 
states of March 22, 1979.

1978 - Congress extends the ratification deadline to June 30, 1982.

1982 -- the ERA expires on June 30, 1982, not having been ratified by 
enough states to become part of the Constitution.
