Turns out I'd disabled the system service that runs it. I disable a lot of system services that are completely unnecessary for my use. I vaguely remember accidentally starting it in the past, and that's perhaps why I disabled the system service for it, just so I wouldn't have the annoyance. I doubt it's much of a security risk, which is the usual reason I judiciously disable system services. -- David W.
