How about setting Mass Edit to copy only Measure Number Enclosures,
copy your top staff onto the other staves and then extract parts?
HA! That works, even WITHOUT any measure numbers being enclosed!
(Counterintuitive or what?) Of course, they don't show on the staves in
the score where measure numbers are suppressed, but they DO show up on
the extracted parts, because of 'always show on top staff!'
This is exactly what I was looking for.
