If there's anything real in the measures (including rests, whole or otherwise), they will not group together. There's a plug-in to change all real whole rests to default rests; It's in the "Note, Beam, and Rest Editing" submenu. > Every time I extract after each of these changes, the result > is the same; 7 individual measures with rests. Another thing to try would be to check the Measure Attributes for these measures and see if "Break Multi-Measure Rest" attribute is checked. That seems unlikely since other extracted parts are fine, but it's worth a shot. Similarly, there may be some sort of measure expression that is unseen (but, nevertheless, attached) that is set to break the rest. No matter what's attached to the measures that are making them uncompressable, you can probably get rid of it by selecting the measires with the Mass Edit Tool and selecting "Clear Items..." from the Mass Edit menu.
