I think you mean the Measure tool, but that should have worked.

To make sure everything is actually clear, use the Mass Edit tool,
select the measures, and hit "clear." (Unless you're on Windows, in
which case you would hit "Backspace.")

That's exactly what you *don't* want to do. If there's anything real
in the measures (including rests, whole or otherwise), they will not
group together. There's a plug-in to change all real whole rests to
default rests; It's in the "Note, Beam, and Rest Editing" submenu.

Another thing to try would be to check the Measure Attributes for
these measures and see if "Break Multi-Measure Rest" attribute is
checked. That seems unlikely since other extracted parts are fine, but
it's worth a shot. Similarly, there may be some sort of measure
expression that is unseen (but, nevertheless, attached) that is set to
break the rest.

No matter what's attached to the measures that are making them
uncompressable, you can probably get rid of it by selecting the
measires with the Mass Edit Tool and selecting "Clear Items..." from
the Mass Edit menu. Tell it to clear "Everything," and then creating a
MM rest with the Measure tool should work.
