The only Finale user group that I have come across is in Los Angeles
and meets once a month. I went to one meeting maybe 10 years ago and,
while interesting in some ways, was not compelling enough to make me go
again. IMO, the best source of Finale info is right here.

None that I've heard of -- about the only places where Finale user
groups might have a chance of gaining enough membership to survive
would be the major urban centers, but I doubt there are any there.
This group is the main Finale user-group that I've heard of, with a
less-well-known group at groups.yahoo.com.
Most of what a person needs to know can be gleaned from the experts on
this list, along with reading the manuals/o.l.d. that come with the
program.
There are some courses I have heard of, at various colleges, but I
can't recall any right off.
