Two options for this: 1) Ossia tool as mentioned
2) A new (additional) first bar in the timpani part. Set the next bar (the first real bar of music) to the correct measure number, and start a new staff system, then reduce the right hand margin of the first line accordingly. I prefer to use the ossia tool, using a "page attached" measure.
