converted or if I help make the files from Finale there's more than a little

I just don't know if the FPA Wizard is something that would make the process
easier and/or has features I'm unaware of......
Not if my understanding is correct. If it were me, I'd advise him to take a copy of the score (as he wants it), make an ~.mp3 of the entire piece, an ~.mp3 of each part, and an ~.mp3 of all the other parts except each part. He doesn't need the FPA in this process. Since 2k5, Finale will create the ~.mp3's automatically, and putting the files to a webpage is simply a matter of using an FTP client to manage the website. I would also note that it is possible that there may be one or more members of his choir who do not have ~.mp3 playback equipment, and he may need to be prepared to offer MID or cda files as an alternative.
