Where this comes from all depends a bit on whether you are creating your score from the Wizard or basing it on a template. At any rate, once you've got your score set up, look at the Page Format for Parts. (In 2006, this is under Options | Page Format | Parts.) This is where the page size for parts is.

I don't quite understand what you mean about page numbers ("on the left and in the center of the page"?). But in recent versions, the default file has included a page number text block starting on p.2. This text block is in your score and also gets extracted to parts. If you right-click on it and choose "Edit Frame Attributes", you'll see that it's set up to use different positioning for left-hand and right-hand pages. And Finale assumes that the first page in your file is a right-hand page.
