I never saw this message, so it might not have made it
here.
You describe the procedure pretty well.
Attach the chords
in the piano staff to rests of the appropriate length (half rests maximum, as
whole rests centre the chord in the bar instead of putting them at the
beginning).
COpy the entire staff with the Mass Edit tool to the horn
staves, by clicking on the piano clef, then dragging or alt (opt for Mac)
clicking in the first bar of each horn part.
Select all the horn staves
with Mass Edit by shift-clicking on each clef. Use Change Layers to move the
contents into Layer 4.
Swtich to the Staff Tool, leaving the staves
selected. Apply Blank Notation in Layer 4 from the Apply Staff Style... menu
item. There may be a Metatool for this to make it one-click.
If your
chords disappear (very likely) then you should edit the Staff Style to show
items attached to entries, and also to show items in other layers. Write back
if you can't manage this, as I have no idea what your level of knowledge
is.
Now you should be able to enter your horn parts in Layer 1 with no
problem. You might have to set Layer 1 Options so as NOT to change stems or
rests when other layers are present, otherwise you might get all stems
up.
