Take a look under Options | Document Options | Multimeasure Rest. Under shape you probably have 70; change this to 1 and all should be well. (You'll need to re-create any multi-measure rests in your score to see the effects of this.) You should probably make this change to your Maestro Default File template so you don't get bitten by it again in the future.
