[Finale] Pickup beats / measure numbering / Standard protocol

If you have a baroque dance movement: 

and the first beat is a pickup beat, that particular measure is not counted typically,

But in the 2nd section which starts with a pickup beat as well, does *that* measure get counted?

Finale seems to have a default which gives that particular measure a measure count.
 

But I'm asking to be sure.
