Replying to myself: There's another way. You can look at a *part*, and Ctrl-drag the title to 2". This overrides the default behavior of changing just the part and will move all text blocks. Then you move to the score and Ctrl-drag to 1" there.

It depends on how you want to view this, and whether you want the extra change of views, but it all comes down to understanding the default linked/unlinked behavior and how to override it and make it work for you.
