The reason for this is that it would otherwise be impossible to copyright something which you claim to be the "Urtext", since that's supposed to be what the composer meant 300 years ago. That as such is not copyrightable. To protect investments into Urtext editions this law was introduced. It is perhaps the reason that so many Gesamtausgaben are in fact based in Germany.
