Say the original first measure was four quarters, with a double hairpin over
the whole measure. When I do the change duration I (correctly) get two
measures of half notes, but the double hairpin still only covers the first
measure, when it should cover the two measures.

Do you mean that, say for a hairpin that covered 4 beats of one  
measure you now want it to stretch out to cover 8 beats of two measures?

If you only need to move hairpins to new measures, I think I know a  
way. But explain which it is you want to do.
