In 2008, DOCUMENT OPTIONS>LAYERS is where you need to look. Set the options as
you want them.

I also can't find anything about changing
stem direction. I have a vocal part that
splits the soprano and the chords must show
stems as up and down, but I can't find
anything that refers to stem direction settings.
