As of Finale 2007 there is a new alternate notation called "blank notation with rests". With this you can create a staff style that hides the cues (in any layer) and displays a default whole rest. Sounds like this is what you're looking for.
How do you get a whole rest (mandatory, AFAIK, if the visible notes are a cue) in the part? I always put in a real one (WinFin 2004).
