Ted,

Create the first 8th note tuplet (in Speedy Opt/3 then 4), place the cursor back over the 8th note and change it to a quarter (5), then enter the remaining 8th note tuplet. You have to fool Finale, which always takes the first note entered as the tuplet definition.
