I like Audacity, but don't know that it's the best for creating MP3 
files. I do use it for processing my audio files. There are any 
number of programs out there that can process WAV files into MP3. For 
instance, I use LameBatch (it's "Lame" because that's the name of the 
free codec, not a description of how well it works) to batch convert 
WAV files to MP3.
