Yes, this happened to me recently as well. As you say, I simply
restarted Finale (2008) to get it back, although I have no idea what
would be causing it to disappear.

Has anyone else seen the Preference menu (under the Apple Menu)
disappear? I've had it happen at least twice now, but I don't know
what causes it. I have to restart Finale to get it back.
