In a word, no.
But in recent versions of Finale there are expressions (under
Miscellaneous) that are barlines that position themselves vertically
automatically, so you don't have to use Smart Lines. Once you have
done one "cell" as they call it, you can copy the barlines to the
other measures, so it isn't as painful as all that.
