They are combined when you do a "Save Library" command. You can select multiple libraries and save them together. Then you will be able to load them into other documents as one composite library. I think it would be hard to remember what you included when you saved the library, though. It might be best to start with an empty file, load in the individual libraries you want to combine, and save them together on a project-specific basis.
