Something that sometimes works for me:

1. Select the offending measures.
2. Apply "time signature spacing".
3. Respace the measures.

Apparently, at least in older versions of Finale, "time signature spacing" was 
the equivalent of "no spacing applied". Haven't had to do this for a while, so 
I don't know.
