You need to do the same thing at repeats, when they appear to be mid-measure repeats. For example, in a 3/4 piece, where the repeat might come after 2 beats, create a 2/4 measure and a 1/4 measure, setting Use Different Signature for Display to be 3/4.

I would never think of using Finale's built-in "pickup measure" function for those situations, and like Darcy, I don't even use it at the start of a piece either.

I've always used this workaround.

Finale's "official" pickup measure method has always been buggy. I never use it and it's 
not needed. Just use a regular measure set to "Display as" the same time sig as the first 
complete measure, and begin measure numbering in m.2.
