If you have a series of these, this might be worth the trouble: Add enough empty staves (temporary) below the staff you are working on to hold each note. Using the "show only active layer" command, copy each layer onto a separate stave. Change each stave to the same layer as the top staff. Then "implode" all the notes into the top staff.
If you need clarification of the location of these commands, write again. I don't have Finale open right now.
