Presently I've been doing this by changing the % of each staff using the
% tool, but it's rather tedious, especially for a large orchestral score...
Please be aware that what you're doing is not the same as a system
resize, since staff resizing will keep the staff name sizes and such.
What you seem to want to do is a 2-step process (and perhaps the use of
a calculator):
1. Resize the systems (using system resizing)
2. Mark all the staves in the document in page view and then use
"Staff/Respace Staves..." (use the Scale to % option)
