I would probably show the tempo for the eighth note, even though it means the performer has to do a little mental math if the eighth note is not the felt pulse.

One similar place that came immediately to mind is #104 in Le Sacre. Stravinsky shows the tempo there as two tied eighths = 144 (for a passage in mixed 5/8, 9/8, 7/8, 3/8, etc.). On the other hand, in the Danse Sacrale he gives an eighth note tempo for a passage that begins 3/16, 2/16, 3/16, 2/8.

In any of these cases, it's not hard for the performer to understand what's going on, though it might not happen at a sight-reading level.
