Thanks! Yes, those were what I meant. I had upgraded to Lion on my Macs on the first day back in July. Which may be the core of the problem, as I had set scrolling to jump by the full page. I came to remember that and changed the system to scroll to the point where I click. So by clicking right next to the scroll marker, I now can make the small moves.
