Just E13 should do it.

The only situation where that might be a problem is if you have some 
chromaticism going on around the root/9th, so you want to obviously omit that 
note. Then you might use E7(13) indicating that the 13th is an added tone only. 
But generally, we don't bother with that level of detail. Chord symbols are 
supposed to be shorthand, not details.
