I believe the answer may lie in your operating system and/or the specs 
for your computer.

Using my Win7-Home 64bit HP computer with 4GB of ram, I have no problems 
at all using the metatools in Fin2012.

I don't think that Finale metatools would be looked on by your operating 
system as Macros, such as might be blocked by a security program.  I 
think that WinXP is simply too old for these newer tools.  Or it might 
be simply that your processor is too slow or you don't have enough RAM 
for handling the higher demands of the newer versions of Finale.

There isn't a Windows equivalent of the Mac Preferences files that could 
be trashed and then be rebuilt by the OS.
