In Finale 2011 and later, optimize is gone. You still will add a third staff to the whole score, and then put your notes in. Then, in the staff tool, select the entire extra staff, right-click (control-click) on the staff's handle, and choose "hide empty staves." You will still need to hide the remaining empty measures in the staff with the music using a staff style.
