I see this when I use old templates to create new pieces in 2012. Usually it's a combination of two things:
1. the staff is set to NOT show text repeats. Staff Attributes has the solution. You can also use the plugin Global Staff Attributes to change them all at once, though this makes bass staves of piano parts show them, too. 2. the staff assignment for the text repeat somehow gets set to only a few staves. Right click and choose Edit Assignment (then follow the steps) to get it to show. This gets very long when there are a lot of repeats in a tune (like the 15 minute medley I did a while back.)
