There is an app called Smartscroll that takes care of this. I had trouble with it in 2014. I had issues that Henry Howey seems to share, but for no reason that I can fathom the problems seem to have disappeared as I tried using 2014 again yesterday (in anticipation of having to move to Yosemite and being forced to abandon 2012). I was experimenting with a template that carried no entries from having converted a previous 2012 file, so that might explain the difference in behavior. Earlier problems had occurred in converted files. The template had been converted form 2012, but it was empty except for formatting, text blocks and libraries.
In any case, Smartscroll, is an app that works even better than the old arrows. It uses easy keyboard combinations to scroll horizontally one measure at a time - you can tap quickly to move a few or hold to bump a few at a time. The simpler v. 3.9 something is all you need. I had trouble with the 4. something beta and it has added features I don't need. It has become indispensable to me.
