I recently needed to create a score with BIG time signatures but ordinary sized time sigs on the linked parts.
The key technique I used to use the font 'Time (score)' at 60pt, adjusting the 'Document options>Time signatures>Top and bottom symbols appropriately and then using a staff style to hide the big signatures in the staves where you don't want the big sig to display. This approach works fine on WinFinale2014. It's much simpler than it sounds! If you want more information, let me know and I'll send you some more detailed notes with screengrabs.
