As I mentioned on a different thread, I upgraded a Win8.1 system and a Win7
system to Win10, and the upgrade process was completely smooth. No issues
whatsoever.

I hardly use WinFin, so I can't answer the more pertinent question in
detail, but WinFin12 certainly starts up and runs. The change in scrolling
behavior that Douglas Brown mentioned may be adjustable in a Windows
setting. It would be worth running a google search. One of the few
complaints about Win10 is that so many of the settings are still only
available in the classic control panel, yet the classic control panel is
now well-hidden. You basically have to run it from the start menu. (But the
start menu is back. Yay.)
