It's currently available in the unstable branch. One way to find & install
it would be to go into the shell & type:
% cd /sw/fink/dists
% mkdir -p local/main/finkinfo/sci
% cp unstable/main/finkinfo/sci/gsl* local/main/finkinfo/sci/
% sudo fink install gsl
Assuming that the local/main branch is included in your Fink's search path
(and by default I think it is), then this should work for you.
