Do you have CC in the first place? It comes with the Dec 2001 Developer's
Tools kit, available with a developer's account from connect.apple.com.
Both the kit and the account are free. The kit is very large -- something
like a 215 megabyte download, bigger after installing -- and includes
things like IDEs, debuggers, sample code, documentation, and all the BSD
level tools like cc. Fink is designed to work on top of this kit, so you
need to have a copy of it, and it sounds like you don't have one.
