Do you have CC in the first place? It comes with the Dec 2001 Developer's Tools kit, available with a developer's account from connect.apple.com. Both the kit and the account are free. The kit is very large -- something like a 215 megabyte download, bigger after installing -- and includes things like IDEs, debuggers, sample code, documentation, and all the BSD level tools like cc.
