I have solved the problem: the reason is that my shell configuration was somewhat messed up, therefore the line "source /sw/bin/init.csh" in my .tcshrc file was not read.
I made a new, clean tcsh configuration following the rules in the README file in /usr/share/tcsh/examples, and apt-get works fine now.
