For me it looks like you have interchanged some steps. Take a 
closer look at your listing. You have upgraded and installed the 
X11 1.0 then the Dev.Tools and X11 SDK and afterwards you *remove* 
the Xfree86!!! If you remove the Xfree86 X11 then you may remove 
Apples X11 as well. And how should fink then find a X11 when you 
want to start one. 

In order to get the right order, you now may remove system-xfree86 
or whatever fink installed when you did a fink selfupdate.

Reinstall X11 and X11 SDK and take a closer look at the Dev.Tools 
up to December 2002 Dev.tools the support for the BSD Subsystem 
wasn't activated by Default. Since I donnot have Panther I don't 
know if Apple has changed this but I guees not if I read some 
postings on webpages correctly. So you may reinstall parts of the 
Dev.Tools as well.

Build fink from source as described on the fink webpage.

Do a fink selfupdate-rysinc

X should start now. 

And by the way you are using version 0.6.0 of fink?
