OK
I did this:
$ sudo apt-get install xml-parser-pm581
It said I had to do
$ sudo apt-get install -f
Then I did
$ sudo apt-get install xml-parser-pm581
which seemed to work OK. Then I tried to install pan again:

Had the same problem- did a "fink remove pango1-xft2-dev" and then fink install pan
and was successful.
