Is this referring to an new installation of X11 from xTools? How do you think I should proceed?
I guess you have Apple's X11 installed. If so then you need to install the X11SDK from the xTools CD. It is not installed by default.
Check that 'fink list xfree86' shows that all 3 system-xfree86 packages are installed:
