Do you have the file /etc/fonts/fonts.conf? If not, you need to [re]install the BSD.pkg from the system CD.
Well, that was the problem...
Obviously, I'd installed the BSD sub-system. But somehow I either skipped it on the Panther update or something got hosed on the way.
