I thought that the December 2002 Developer tools for 10.2 had gcc3 (but I could be wrong), and the August 2003 gcc3.3 updater definitely does.
You should install the August 2003 updater for sure to extend the usability of Fink on your system.
Yes, the 10.2 tools have GCC 3.1 (although, in this context, I think he was asking specifically to get on the supported 10.2-gcc3.3 tree).
Alexander is right, you need the December 2002 tools + the August 2003 gcc updater.
