Yes, Alex found it odd, too. You could run fink-virtual-pkgs and then look at the paragraph talking about system-xfree86-dev, in particular the "provides" line. Mine says
provides: x11-dev, libgl-dev, xft2-dev, fontconfig1-dev
Yours certainly doesn't say "x11-dev", but it would be interesting to see which one of the others is there.
