I had this problem yesterday on one of my computers (my laptop at home). It did just build for me, though. Maybe give it another try.
If that doesn't work, you might try shutting off your network connection while you install uri-pm581--that seems to have worked in the past for errors with URI and the heuristic test.
Belated follow-up: The first recommendation didn't work; the second (hours later) did. I don't know if that was just coincidence, but it's worth trying if other users have the same problem. Many thanks for the suggestion --Jonathan
